The City of Clarkston in Dekalb County may be the first in Georgia to decriminalize possession of marijuana. The plan would decriminalize possession of 1 ounce of less of marijuana, and treat it like a traffic ticket with a fine of $5.

Florida -- Petitions are hitting the streets soon for a new proposed constitutional amendment that would fully legalize marijuana use, possession and cultivation by adults in Florida.
A political action committee called Floridians For Freedom, associated with a longtime marijuana advocacy group called the Florida Cannabis Action Network, announced Tuesday it has gotten state approval to begin seeking signatures to get their measure on the November, 2016, ballot. 

The measure is distinct from another constitutional drive, run by United For Care and led by Orlando lawyer John Morgan, because Morgan's group wants to legalize marijuana for medical purposes only, while Floridians For Freedom wants it legalized for all uses.

Florida Cannabis Action Network is a not-for-profit organization founded in 1998 and based in Melbourne. Floridians For Freedom also is based in Melbourne.
The language of Floridians For Freedom's proposed amendment is short:
"All people in the State of Florida twenty-one years of age and older shall have the right under state laws to possession, use, and cultivation of cannabis. The right shall not be infringed except that the transfer of cannabis by purchase or sale may be regulated as necessary to insure health and safety."
Jodi James, chair of Floridians For Freedom and executive director of the Florida Cannabis Action Network, described the proposal as an effort for "ending prohibition" of marijuana under state law.
All the commercial aspects of marijuana would be controlled by rules and regulations set by the Florida Legislature and Department of Commerce, she said. She called that the group's "end goal."
"We want it to be legal. We want it to be regulated. We want it controlled. We want people to have safe access," James said.
Floridians For Freedom will have to gather about 67,000 valid signatures to get the effort to the next phase, Florida Supreme Court review, to make sure the proposed amendment and ballot language meet all state requirements.
She cited the simplicity of the amendment as a strength that could help it gain Supreme Court approval.
"This is truly about the sovereignty of the individual," she said. "Where (proposed) amendments get in trouble is when they try to legislate from the constitution. We're not legislating from the constitution."
That draws some distinction from Morgan's proposal, which goes into some detail about regulation of medical marijuana.
Then the group will have to gather another 600,000 to get it qualified for the November, 2016 ballot. James noted the Florida Cannabis Action Network has 20,000 members ready to volunteer to collect signatures.
This is not the only marijuana legalization proposal in the works. A Miami man filed a proposal in May, with intentions of seeking signatures.

NATIONAL CANCER INSTITUTE (NCI) CANNABIS AND CANNABINOIDS AS A COMPLEMENTARY & ALTERNATIVE MEDICINE FOR PATIENTS FAQ PAGE UPDATED

The National Cancer Institute (NCI) recently made news with their FAQ page update on cannabis and cannabinoids as a complementary & alternative medicine for patients. The new revisions and updates confirm what marijuana advocates have been saying for years. Some quotes from the NCI FAQ page on cannabis & cannabinoids:

ASSOCIATION BETWEEN CANNABIS USE AND RISK OF BLADDER CANCER: RESULTS FROM THE CALIFORNIA MEN’S HEALTH STUDY

One study that is specifically mentioned in the NCI FAQ page is a California Men’s Health Study examining the connection between cannabis use and risk of bladder cancer.

Quote:A review of bladder cancer rates in Cannabis users and non-users was done in over 84,000 men who took part in the California Men’s Health Study. Over 16 years of follow-up and adjusting for age, race/ethnic group and body mass index (BMI), rates of bladder cancer were found to be 45% lower in Cannabis users than in men who did not report Cannabis use.

How Will The Legalization Movement Be Affected If ResponsibleOhio Loses or Is Blocked?

First, it’s important to point out that the provision for only allowing the ResponsibleOhio investment groups to own and operate commercial marijuana grow farms is questionable, at best, in its benefit to the consumer, and the optics in the public’s eye have been even worse in the way that it’s brought up talk of “monopolies” and “cartels”.

It’s also important to note that the $2 million put up by each of the 10 investment groups, totaling $20 million, is a lot of money on a very risky venture. To suggest that they should have done this without any expectation of return on their money is unrealistic and unreasonable. Whether they should be allowed, by law, protection from competitors is another question and one that has been the wrench in what could have been a fairly smooth road to legalization.

This point has led marijuana advocates, who are all for legalization, to splinter in their support or opposition to ResponsibleOhio’s initiative, and this has allowed opponents to shift the discussion from legalizing weed to prohibiting “marijuana monopolies”.

Despite being only the 9th largest in population, the State of Georgia has the 6th highest number of arrests for marijuana possession. There were 32,473 arrests in Ga. for possession of marijuana (Year: 2010); this was 65.1% of all drug arrests (49,876) in the state. Not surprisingly, Ga. also had one of the highest marijuana possession arrest rates at 338 per 100,000 state residents. The national marijuana possession arrest rate in 2010 was 256 per 100,000.
